Opinion: Can California control its boom-and-bust budget?

California has until Saturday to balance a budget that is billions of dollars out of whack, and not in a good way. Ambitious, worthy programs put into place in 2022, when Gov. Gavin Newsom was projecting a record surplus, are being paused or rolled back, and state reserves are being drawn down.
